Notts scored 169/6 from their 20 overs, with opener Harry Munsey and Dillion Penningt high-scoring with 37 before Hartley finished with figures of 4-20.
Strong partnerships throughout Lancashire’s batting saw Keaton Jennings, Matty Hurst and Ben McDermott all pass 50 despite Mo Ali taking two wickets.
Notts made three changes to the side that fell to defeat in the opening game against Yorkshire on Friday Night as Freddie McCann, Farhan Ahmed and George Linde came into the side, which bowled first, having lost the toss.
The Outlaws got off to a good start as Mo Ali continued from where he left off against Yorkshire and removed Michael Jones, who was caught behind.
Keaton Jennings and Matty Hurst didn’t mess around, however, as the pair raced to a fifty partnership which saw Lancashire 55/1 at the end of the powerplay.
Notts did manage to slow the run rate down, as Lancashire reached the halfway stage 90/1 with Jennings and Hurst still at the crease.
Jennings reached his fifty from 28 balls before Notts eventually made the breakthrough as he found Ali at long-off from the bowling of Linde.
In a very similar fashion, Hurst then went for 57 after he found Joe Pocklington off the bowling of Benny Howell.
The Outlaws’ bowling attack remained sharp, and with five overs left of their innings, Lancashire were 133/3.
Mo Ali managed to take his second of the afternoon, removing Moores for 13, while Ben McDermott scored well to take him to a 22-ball fifty.
McDermott would take advantage of some slight mistakes in the field late on to set Notts Outlaws 209 to win.
George Munsey opened the batting alongside Joe Clarke and hit his first boundary with an outrageous reverse sweep before Clarke found the boundary four times in an over from Green.
After Blatherwic pulled up after bowling his first ball, he couldn’t continue and was replaced by Hartley, who then bowled Jack Clarke with his first ball for a well-played 21.
It meant Notts ended the powerplay 67/1 before two quick wickets as Munsey was well-caught for an excellent 37 (20), which included six boundaries, before Tom Moores found Hartley in the deep.
Lancashire then took control of the run rate to see Notts 83/3 at the halfway stage.
Jack Haynes, Freddie McCann went soon after, before quick-fire wickets saw Linde, Pocklington and Howell all fall inside ten balls, the latter falling to Hartley.
Dillon Pennington added 37* (18) late on, but not enough to bring Notts close as they fell to defeat by 40 runs.
